Setting the Stage for a New African Approach to Maritime Security – THISDAYLIVE

The flag-off of the Combined Maritime Task Force Gulf of Guinea (CMTF-GoG) in Lagos on June 1, 2026, marked a significant step in Africa’s efforts to tackle maritime insecurity through collective action. With six pioneer member states — Côte d’Ivoire, Gambia, Ghana, Liberia, Nigeria and Sierra Leone — joining forces under a standing collaborative framework, the initiative reflects a growing commitment to securing the Gulf of Guinea, protecting maritime trade and advancing the continent’s blue economy through African-led solutions. Chiemelie Ezeobi reports 

The flag-off of the Combined Maritime Task Force Gulf of Guinea (CMTF-GoG) in Lagos on June 1, 2026, may well be remembered as one of the most significant maritime security milestones on the African continent in recent years. 

Beyond the ceremonial display of naval assets and regional solidarity, the event represented the beginning of a new chapter in Africa’s effort to take ownership of its maritime security challenges through a permanent, collaborative framework.

With six pioneer member states — Côte d’Ivoire, Gambia, Ghana, Liberia, Nigeria and Sierra Leone — joining forces under a common operational structure, the initiative reflects a growing consensus that the security threats confronting the Gulf of Guinea can no longer be effectively addressed by individual nations acting alone.

President Bola Ahmed Tinubu, Commander in Chief of the Armed Forces of Nigeria, formally flagged off the task force at the Eko Atlantic Waterfront in Lagos last Monday, signalling the commencement of what is expected to become Africa’s first standing combined naval force.

The presentation of the flag and charge of office to the pioneer Force Commander, Commodore Mohammed Shettima, underscored the transition from years of planning and policy discussions to operational reality.

According to Navy Captain Chinwe Umar, Deputy Director of Defence Information, the development has set the stage for “a new African approach to combating crime through a standing collaborative framework.”

Why the Gulf of Guinea Matters

The Gulf of Guinea is one of the world’s most strategically important maritime regions. Stretching along the West and Central African coastline, it serves as a vital corridor for international trade linking Africa with Europe, North America and South America.

Its importance extends beyond shipping. The region holds enormous potential for fisheries, offshore energy resources, maritime commerce and the broader blue economy. It is also expected to play a critical role in supporting the African Continental Free Trade Area (AfCFTA), which seeks to deepen economic integration across the continent.

Yet for decades, the region’s potential has been undermined by persistent insecurity. Piracy, armed robbery at sea, kidnapping for ransom, illegal bunkering, drug trafficking, arms smuggling, human trafficking and illegal fishing have continued to threaten economic activity and discourage investment.

Recent intelligence assessments have also raised concerns about the growing nexus between terrorist organisations operating in West Africa and transnational criminal networks. Security experts fear that extremist groups may seek access to coastal areas to establish logistical routes connecting with international drug cartels and arms traffickers.

These developments have reinforced the urgency of establishing a regional mechanism capable of responding swiftly and collectively to emerging threats.

From Vision to Reality

The origins of the CMTF-GoG can be traced to decisions taken by the African Union Peace and Security Council (PSC) in July 2021.

At its 1012th meeting, the PSC approved the creation of a multinational regional maritime task force and called on African littoral states to strengthen maritime cooperation. Subsequent communiqués, including those numbered 1128, 1174, 1209 and 1275, further refined the concept and endorsed the task force as a regional ready-to-deploy naval force under the African Standby Force framework.

The initiative also aligns with the African Integrated Maritime Strategy (AIMS) 2050, which envisages stronger continental maritime governance, improved security and the eventual establishment of a Combined Exclusive Maritime Zone for Africa.

The concept is not without precedent. The successful multinational efforts that defeated Somali piracy through Combined Task Forces in the Horn of Africa demonstrated the effectiveness of sustained international maritime cooperation. Likewise, the Multinational Joint Task Force helped significantly reduce the cross-border activities of Boko Haram across Nigeria, Chad, Niger and Cameroon.

For Gulf of Guinea nations, the lesson was clear: collective threats require collective responses.

Nigeria’s Strategic Role

Nigeria has emerged as the driving force behind the operationalisation of the CMTF-GoG.

Following endorsement by the 67th ECOWAS Authority of Heads of State and Government, Lagos was selected as the headquarters of the task force. The decision reflected Nigeria’s central role in regional maritime security and its longstanding advocacy for stronger continental cooperation.

As host nation, Nigeria has provided furnished office facilities, three naval ships, one helicopter and eight operational vehicles to support the task force’s initial activities.

The NN has also played a leading role in coordinating consultations, planning frameworks and engagement with regional stakeholders over the past several years.

The support provided by Nigeria is expected to ensure a smooth take-off while encouraging other member states to contribute resources as the task force expands.

It is worthy of mention that the Defence Headquarters carried out a complete renovation and equipping of the CMTF Headquarters in Lagos. Additionally, DHQ provided vehicles to enable the HQ commence with little hitches.

Beyond Piracy: A Broader Security Agenda

While piracy remains a major concern, the CMTF-GoG has been designed to address a much wider spectrum of threats.

The task force is expected to enhance intelligence sharing, coordinate joint patrols and improve maritime domain awareness across participating countries.

It will also help tackle drug trafficking, arms smuggling, human trafficking and illegal fishing activities that continue to drain billions of dollars from African economies annually.

Another growing concern is maritime pollution. Oil spills, plastic waste and other contaminants have increasingly threatened marine ecosystems and coastal livelihoods throughout the GoG.

Regional leaders recognise that maritime security cannot be separated from environmental sustainability and economic development. Protecting maritime resources is essential for preserving biodiversity, food security and long-term economic growth.

As succinctly put by Commodore Shettima, “One of the unique features of the CMTF is the Mission Support Components (MSC) which brings together Organised Private Sector (OPS) and governor diplomatic representatives of member states thereby leveraging funding from OPS and a standing government team to provide legal finish…this two factors would provide the CMTF strong position to sustain operations and prosecutions.”

African Solutions to African Problems

Perhaps the most important significance of the CMTF-GoG lies in its symbolism.

For decades, maritime security operations in African waters often relied heavily on external interventions and temporary deployments by international partners. 

While such partnerships remain valuable, African leaders have increasingly emphasised the need for homegrown solutions led by African institutions.

The establishment of the CMTF-GoG embodies that philosophy. The six pioneer nations have demonstrated a willingness to move beyond declarations and establish a standing operational mechanism capable of responding to real-world challenges.

As maritime traffic continues to increase and security threats become more complex, the success of the task force could serve as a model for future regional security initiatives across the continent.

The flag-off in Lagos therefore represents more than the launch of a naval formation. It marks the beginning of an ambitious effort to secure one of Africa’s most valuable maritime spaces and create safer conditions for trade, investment and economic prosperity.

If sustained political commitment, adequate resources and regional cooperation are maintained, the Combined Maritime Task Force Gulf of Guinea could become one of the most important instruments for safeguarding Africa’s maritime future and advancing the vision of African solutions to African problems.
